<Project Title: SharEARTH: A Cooperative Model for Earth Observation
Operating Capacity Development in the Black Sea Basin>

<Description: The Earth's global environmental systems on land and in
the oceans and atmosphere are constantly changing. The changes create
unpredictable impacts and implications at local, regional and global
scales. Effective management of the Earth system in both its natural
and human aspects requires better understanding of these changes which
all make our life more difficult in today's world.  Because of the
global nature of the changes, no individual, country or organizations
is capable of managing the wide range of information sources itself.
Today, in the black sea region with millions of inhabitants and many
environmental, demographic, geophysical and economic parameters
changing constantly, it is becoming increasingly difficult to manage
the operations on the areas of EO. The cross border collaboration is
the key element to manage overall system operations. Only by joining
countries with multi sectors and multi disciplines can the diversity
and complexity of Earth system be fully appreciated.
Within above framework, the project objectives are splited into six
main parts: a general, a scientific, a technical, a social and
economical, a cultural and a policy. The main goal is to establish
well designed cooperative platform for EO operating capacity
development in the Black sea basin. This research proposal outlines
the overall scientific and managerial approach to better understand
human, institutional and Infrastructural characteristics of the
countries. Going this initiative means devising, adopting and making
use of innovative methods and facilities for managing; accessing,
interpreting, implementing and visualization of Black Sea Country's EO
based capacities. It is about turning information lying in various
complex EO related resources into active knowledge, readily accessible
through new channels for the benefits of the public, such as the
Internet and specific to our needs. In order to optimise the Black sea
countries contribution to the GEOSS and to European initiatives,
project will take advantage of the gathering of the existing networks
of observations.
The project will be implemented as an innovative cooperative model
with direct involvement of the participating, Black Sea Basin stake
holders. It is divided into four main stages; 1) understanding the
overall Black Sea system, 2) development of the optimized management
model, 3) strengthening human, infrastructural and institutional
capabilities and capacities and 4) sustaining and advancing the
system. All these will be helped to close the gaps in our knowledge
about the Black sea basin.
As a conclusion, the project approach will increase 1) synergy between
the countries and 2) shared information value in a spatial dimension
for Earth and 3) the level of science and technology used in the
government, research and academic institutions.  The anticipated
result after all is making EO available at the click of mouse for
everyone. The duration of the project is approximately 54 months.

EO and GEO activities, should be working with EO based systems and
must be aware of EO activities in their home country.>
