<Project Title: Open European Knowledge Collection of Multilingual
Digital Learning Contents about Local/Regional Development>
<Financial Scheme: >targeted project
<Description: Overall objective: making the digital learning contents
about Local/Regional Development in Europe more accesible and usable
at Community level and facilitating coexistence and exchange of these
contents including both user-generated content and professionally
produced content.

Short project description: this project aims to create an Open
European Knowledge Collection for accessing, using, exploiting and
exchanging digital multimedia learning contents about local/regional
development, based on applying state-of-the-art technologies in areas
such as processing, recognition and description, tagging, segmenting,
storing, retrieving and securing digital multimedia data.

Key issues: technological and semantic interoperability and contents
management, as well as the co-ordinated learning resources exchange
strategy.

Specific Objectives: these objectives are mainly:
-        To customize, apply and validate/demonstrate the state-of-the-art
technologies in areas such as processing, recognition and description,
tagging, segmenting, storing, retrieving, securing and management for
digital multimedia multilingual data on local/regional development and
a collaborative annotation system to auto-generate new content in this
issue.
-        To develop and evaluate a final demonstrator for the Open European
Knowledge Collection of Multilingual Digital Learning Contents about
Local/Regional Development.
-        To develop a pilot training course about local/regional development
available online.

Rationale: the main specific problems that are going to be addressed
by the project are lots of projects and contents about local/regional
development and e-learning, but isolated solutions, not widely known
and no single access point; and exchange and interconnection fails due
to lack of metadata, language barriers and missing shared
infrastructure.

Potential Contents to be include: these contents should be about
local/regional development and must cover both user-generated content
and professionally produced content. These contents are and will be
mainly used for learning in continuing training courses and for
self-learning. The approach proposed should pay particular attention
to pedagogical, multicultural and multilingual aspects of using the
underlying content and to the feedback from the target users. The
consortium must agree the selection criteria for contents to be
contributed and each provider must clearly identify the quantity,
definition, format and quality of contents that they are going to
contribute. Additional actions that can be carried out on existing
Local/Regional Development Digital Educational Contents, are the
following:
-        To give them add value (it could be also including more knowlegde
and computer understandable data, improving their quality, etc.,
-        to improve the technological and semantic interoperability at
services level (this is absolutly necessary to access, use and
distribution of contents),
-        contents management,
-        contents dissemination at Community level,
-        interaction of contents which dynamize them,
-        adaptation of these contents for learning in a multicultural context.

Open standars will be use if it is appropiate.

A brief description of the proposed Knowledge Collection could be
according General Internacional standard archival description Isad(G)
and could be separate in the following parts: Knowledge pools and
inside these pools: sections, series, subseries, compound documentary
units (files/dossiers), simple documentary units (documents) etc.

Pools sections could be:
o        Economy and Finance,
o        Employment, Social Affairs and Equal Opportunities
o        Education and Culture,
o        Tourism,
o        Enterprise, industry, trade and services,
o        Agriculture and rural development,
o        Energy and Transport,
o        Infrastructure,
o        Enviroment,
o        Science and Techcnology: Information Society, I+D+i, new Information
and Comunication Technologies, etc.,
o        Cross-border, transnational and inter-regional cooperation.

Target Users and their needs: a initial proposal could be that this
group would be integrated by people who works (or wants to work) on
the development and life quality of its own territories in private or
public regional development organizations. In Spain for example it
would be occupations such as Local and Employment Development Agents,
New Technologies Development Agents, Employment Promotion Technicians,
Tourist Development Technicians, Agrarian Advice and Training
Technician, etc.

Work Package: (End user feedback mechanisms will be foreseen in all
project milestones or phases, but the focus of them will be mainly on
access, use and quality of the content) The phases of the this project
would be:

o        Definition Phase:
o        Definition of common knowledge pools, pools structure, content
categories and descriptors and an european metadata for these pools to
be included in the pilot digital European Knowledge Collection.
o        Establishment of a common data processing methodology. 
o        Identification the state-of-the-art technologies in areas such as
processing, recognition and description, tagging, segmenting, storing,
retrieving, securing and management for digital multimedia
multilingual data.
o        Selection agreed by consensus the state-of-the-art technologies in
abovementioned areas and definition of technical and functional
specification for them.
o        Identification and selection agreed by consensus end users
interface, in which for example these users can add contents.
o        Identification and selection agreed by consensus of a collaborative
annotation system to auto-generate new content to be included in the
final digital European Knowledge Collection demonstrator.
o        Definition a pilot training course about local/regional development
available online as project demonstrator.
o        Definition the sustainability plan for Collection.
o        Development/implementation Phase:
o        Preparation the contents and processing the content for the final
European digital data Collection.
o        Development/customizing and applying the state-of-the-art
technologies and tools in abovementioned areas to achieve the project
objectives.

o        Demonstration the state-of-the-art technologies in abovementioned
areas.
o        Development a pilot training course about local/regional development
available online.
o        Demonstration the pilot training course about local/regional
development available online.
o        Development/customizing end user interface.
o        Development/customizing and applying a collaborative annotation
system to auto-generate new content to be included in the final
European digital data Collection demonstrator.
o        Development the Open Digital European Knowledge Collection
demonstrator of Multilingual Digital Learning Contents about
Local/Regional Development.
o        Validation, monitoring and evaluation Phase:

Validation, monitoring and evaluation of protoptypes/demonstrators:
o        European metadata for Knowledge Pools about Local/Regional
Development.
o        End user interface and the state-of-the-art technologies and tools
applying in the project.
o        Collection.
o        Pilot training course about local/regional development available
online.
o        Exploitation and dissemination activities and results: will be
carried out throughout all the abovementioned phases of the project,
to raise awareness of the project and to prepare to implement the
developed services at the end of the project.


Expected results and impact: increased use of the underlying
educational content about local/regional development across borders
for learning in multiple languages and in continuing training courses
and for self-learning . Deliverables-results project:
o        European metadata for Knowledge Pools about Local/Regional
Development.
o        End user interface and the state-of-the-art technologies and tools
applying in the project.
o        Collection.
o        Pilot training course about local/regional development available
online.

<Organisation Type: Pubblica Amministrazione>

<Partner Sought: Consortium (the different types of partners should
be represented in a balanced way and must come from at least between
seven and sixteen countries). The recommend partner types should be at
least:
-        Digital content stakeholders:
o        Contents providers: Área de Desarrollo Local de la Diputación de
Badajoz as provider (this public body is a local civil server that
produces, collects and owns digital educational contents about
Local/Regional Development. This contents are normally obtained as
deliverables or results from several carried out project or in the
context of our own Training Service/Department). You can see more
information about our entity in an attached file.
o        End users both trainers and learners: for example pedagogical
experts and trainers; and asociations or organisations of learners.
-        Technology providers/partners.
-        Dissemination partners.
-        Etc.
Our entity consider possible that some partner different of us could
have the role of project co-ordinator under the grant agreement (you
must tell if your organisation is interested in this). The partners
can however agree on a distribution of the work whereby another
beneficiary co-ordinates the technical work.
The consortium should have a pilot end user group (trainers and
learners) to be consulted by the consortium in order to provide advice
and feedback on the design, implementarion and results of the project.
Perhaps it would be better if these end users would take part in the
consortium. The main role of this external or internal group would be
to ensure the effectiveness and efficiency of the learning process and
the utility of the created Collection in order to contribute to
fulfilling their needs.
The consortium and its members must ensure the necessary availability
of the content to be contributed to the project. In particular, the
input content should not depend on proprietary third-party rights or
any other constraints, which would limit its use for the execution of
the project. They must also agree on the necessary licensing or
clearing arrangements for any Intellectual Property Rights (IPR)
arising from the project (output) to ensure wider use and
dissemination of the project results.

Other requiriments of Calls of Proposals:
-        Multicultural and multilingual aspects of accessing and using
digital content in Europe must be integral to all the actions.
-        European dimension: information in areas of public interest at
Community level, significant impact throught mainly the participation
of important and wide stakteholders from a large number of countries.
-        Complementarity and synergy with related Community initiatives and
programmes, in particular those related to education and to the
European interoperability framework (for example, eLearning).
-        Actions will use proven state-of-the-art technical solutions, and
will be geared towards innovation in organisation and in deployment,
as opposed to purely technological innovation.
