Many public organisations (provincial/ regional) are working already as responsible for the Territorial Data System within its own territorial limits on several of the sets of data compiled by the INSPIRE initiative
Malaga County Council is the only organism at provincial level that has this data, as it is the agency that is to act as link between the local authorities and the central government. The County Council also compiles other data from other organisms, "Addresses (Annex 1-5), Transportation networks (Annex 1-7), Elevaciones (Annex II-1), Map images (Annex II-3)..
The organism itself uses this data, but there are also a large number of other users that include central and regional governments, local authorities, businesses or self-employees professionals who work within the territory in question. All these entities can apply for and should be given access to the same data through a SPATIAL DATA INFRASTRUCTURE elaborated by the municipal and supramunicipal and even services at European level data sources.
The services that are needed are which should be included to guarantee the good practices are: localisation, visualisation, download, transformation and WMS web map service, WFS web feature service and WCS web coverage service
With Inspire Directive (establishing an Infrastructure for Spatial Information in the European Community) it is necessary to exchange methods of work in order to be ready for the implementation phase of Inspire between  2009-2019
2.        Quality and quantity of the data to be contributed to the project (Max 500 characters)
The data that may be included into the project has all been ratified by central government administration and its continuity is guaranteed. The data in question complies with the demands set out by INSPIRE regarding geographic accuracy and compliance with standards.
The following items are proposals to be included in the data network: Water distribution (water collection, distribution channels, reservoirs and distribution networks), Electrical supply network, Drainage (drains, collectors, sewage cleansing plants, and tipping sites), Rubbish management, street lighting, Public Amenities (public buildings, Help Centres, Health Centres, Sports centres, Civil
Defence).
3.        Target users and their needs (Max 1000 characters)
The data that is put forward is accessed by a large number of users. Central government administration needs the data in order to keep up to date with the amenities available in each municipality so that they can plan their investments in infrastructures and facilities. The regional governments use the same data in order to update their own detailed inventories and spatial references of the data related to their regional offices/ministries (Education, Agriculture, Environmental Affairs, Territorial Planning...). Suramunicipal organisms employ the data to elaborate their strategic provincial and sectoral action plans as well as the many projects that they are developing within the province (Environmental, Roads and Public Works, and Planning...). Local authorities (especially those with fewer than 20,000 inhabitants) can also obtain a detailed assessment of the sate of their infrastructures and use the data to help with their planning work. Businesses from the service sector also need updated data in order to carry out their projects and day-to-day management, especially companies involved in water management, the construction industry, and consulting agencies. Universities use the data in regard
to their teaching and research roles, too.

4.        Expected results (Max 1000 characters)
The objective of the project is to launch the INSPIRE initiative at supramunicipal level through the setting up of the network at European level along with all the corresponding infrastructures in compliance with the requirements set out in Annex III, point 6 "National and public services" and thus creating a "community" of both information sources and users that share the same information.
The launching of the initiative requires that all the Internet good practices guidelines needed to re-use the information be complied with. The expected deliverable is the setting up of SPATIAL DATA INFRASTRUCTURESE in the network which are managed by geo-portals that allow interoperability between the available information and the data the user may also have in their possession. Completed high quality METADATA will also be created from all the data services on offer in line with the requirements established by INSPIRE.
All the services that will be needed regarding the data will be set in place in order to guarantee continuity and updating of all the data coming from the source providers as well as the questions, data and services that are provided by the metadata users themselves.
The operational standards needed to guarantee the interoperability and standardisation of the metadata system will be studied and implemented.

o        Expert software companies working with public organisations on this field
o        Other specific organisation in charged of dissemination and awareness of the actions (Associations of regions and provinces, networks of public governments already created,...etc)
